From 7 to 20 November 1931, the China Soviet Republic convened for the first meeting of its representatives in Yeping,Ruijin in Jiangxi Province. There were 610 representatives from Soviet and White areas present. They announced that the China Soviet Republic was established as the Provisional Central Government with its capital in Ruijin. It issued its first edict on 1 December, announcing that Mao Zedong and 63 others would form the Central Executive Committee and details of the first meeting of the Executive, explaining the nature of the Provisional Central Government and the Central Executive Committee.
