Liu Wanming was born in February 1968. He started working in July 1989. A graduate of fine arts programme of the Chinese National Academy of Arts, he holds a bachelor’s degree and is qualified as a First-Class Artist. He is also a Doctoral Supervisor, a council member of the China Artists Association and the Chinese Painting Institute. He was awarded the honorary title of National Young and Middle-aged Experts with Outstanding Contributions and received special government grant from the State Council. In 2017, he was also awarded as an outstanding cultural expert by the CPC Publicity Department. He has also received the honour as a leading talent in the National High-level Talents Programme. He currently serves as the Deputy Director of the NMC and member of the 13th National Committee of the CPPCC.

He was a teacher at the Tianjin Normal College during 1989-1991, an Associate Research Fellow at Chinese Painting Research Centre of the Institute of Aesthetics, Tianjin Academy of Social Sciences from 1991 to 1997. Then he successively served as lecturer of arts (1997-2002) and Associate Professor of Chinese painting (2002-2007) at the Tianjin Academy of Fine Arts. He worked at the Chinese National Academy of Arts from 2007-2019 in various roles: artist (2007-2008), first-class artist (2008-2010), and vice president (2010-2015) at the Artistic Creation Institute; Deputy President of the Chinese Painting Institute (2015-2016); Vice President of the Graduate School and the Chinese Painting Institute (2016-2017); and Executive Vice President of the Graduate School and Vice President of the Chinese Painting Institute (November 2017-June 2019). He took his current position as Deputy Director of the NMC in June 2019.
